Soft Starters vs. DOL Starters
120Kw seems rather high for a DOL unless it is MV/HV. If it were 20Kw (LV) Soft Start would be an addition to the existing DOL starter. It would be very useful in reducing starting currents for motors that have almost no starting load such as extract fans - or any other type of fan for that...

The probability of using 2 pairs instead of single pair may be simply using what was readily available. I've seen it installed at various sites, although generally the 2nd pair is tied back serving no useful purpose.
